What is Friends of Portland NET?
Portland’s Neighborhood Emergency Team (NET) is a program of volunteers who are trained to respond to emergencies and disasters.
We, the Friends of Portland NET (FPN), are organized to support the NET program, teams and volunteers, and its sponsoring government agency, the Portland Bureau of Emergency Management (PBEM).

Our Mission and Goals
Friends of Portland NET exists to support the Portland Neighborhood Emergency Team program, its teams and members, by
- Increasing community awareness & support for the NET program Advocating for NET with city, county and state elected officials
- Providing support for the exchange of ideas, resources and coordination between NETs
- Researching & advocating for strategies that enhance community resilience
- Serving as a fiscal sponsor to hold and administer the funds of the various teams within Portland NET
- Providing NETs information on relevant pending legislation and public policy regarding emergency management
- Planning and executing programs and events with an eye toward increasing participation and retention of NET members
